At times, and by sheer oversight, desktop icons move from one place to another, and eventually you find the shortcuts in the most unexpected places. How can you avoid it? By downloading Lock Desk.

This simple application blocks movement of the shortcuts, so that if you select one and move it to any area of the desktop, it will automatically return to where it was at first.

Among the Lock Desk options you'll find it will run on system startup, disable the right mouse button when you click on a shortcut, and it has the ability to create a keyboard shortcut to activate and deactivate the program easily.
